There is one provider, discussed on another thread, with some international calls possible at no further cost,
but not the destination you are asking about, as you seem to have already discovered.
A landline number was published on another forum a couple of days ago, first edited out and then the whole thread removed. This is because it turned out it was a fraudulent call diversion on an extension of a large company that has nothing whatsoever to do with providing cheap phone calls. In other words, using it would be like theft.
Some international destinations are more expensive than others, and there isn't a way out of this. As already suggested, if you accept that you will pay a penny or two a minute on top of your inclusive minutes, you'll be able to find plenty of services. Or look into using VoIP at both ends
