Skype ignoring 03 calls
Jun 14th, 2008 at 3:31am

Skype have some new subscription plans. Unfortunately, they don't seem to recognise that 03 numbers should be included. Here's what their web site says:-

http://www.skype.com/intl/en/allfeatures/subscriptions/#mexicanSubscriptionTab

Quote:
Unlimited World - €6.95/month (€7.99 incl. VAT)

Unlimited calls to landlines* in 34 countries worldwide.

* The legal bit – as part of our fair usage policy you’ll get up to 10,000 calling minutes per month. And only to numbers beginning 01 and 02 if you’re calling the UK.

There are two depressing parts to this.

The first is that of ALL the countries in the world, it is ONLY rip-off UK that rates a 'special' mention!

The second is that Skype administration either doesn't know (likely) or doesn't want to know (distinctly possible) about 03 calls......   Angry

Mike,

I suggest emailing Skype's CEO (josh.silverman@skype.net) drawing his attention to Ofcom's Amended General Condition 17 for 03 numbers (see www.ofcom.org.uk/consult/condocs/numbering03/statement/) that requires that calls to them must be carried at the same rates as calls to 01/02 numbers.  I suggest you also copy your email to clive.hillier@ofcom.org.uk, geoff.brighton@ofcom.org.uk, gareth.davies@ofcom, steve.unger@ofcom.org.uk and stuart.mcintosh@ofcom.org.uk  Also copy in Skype Director of Telecoms (stefan.oberg@skype.net) Director of Core Technology, QA and Security (Ott.Kaukver@skype.net) and Skype Director of User Experience & Communications (Suchi.Mukherjee@skype.net).

Hi!

I received the following from OFCOM:

Dear Mr********,

Thank you for your email, and the details you previously supplied on Skype as requested. I have passed your complaint onto my colleague who is in charge of 03 numbering and compliance work.

Kind regards
Caroline Leaver

It's possible that they do include 03x numbers but whomever updated their webpage isn't any the wiser so just put the "norm" 01 and 02 number only speech.

Hmmm...possible - but if they don't, and they treat them as "special numbers", your Skype balance could head south very quickly......

I think I'd want to have it confirmed in writing first!   Wink

Another similar VoIP provider that I am with charges calls to 01 and 02 numbers at a low rate (just short of 1p a minute), but 03 numbers at a slightly higher rate (1.5p a minute). When I queried them as to why this was, they said that it was due to their supplier of 01 and 02 numbers provided them with a great rate for 01 and 02 numbers (hence the 1p a minute), but that they had to fall back to BT for 03 numbers (1.5p a minute).

Perhaps this is why Skype doesn't include 03 numbers in their deal - they can't get them at the same discounted rate as 01 and 02 numbers?
