Mercure's website shows the following number - 020 8283 4500 - as the line for English callers from the Middle East. Perhaps they can help you.

one has to call Mercure central reservations and quote the TESCO1 code

Reservations for Mercure hotels in the UK can be made from any country.

Suggest you call Mercure reservations in Germany on +49 69 95 30 75 92 via one of the ½p/min acces numbers e.g. 0844 200 9898. They speak English and confirmed that they can make reservations for the UK.
