Quite a few of those numbers Google throws up are from when the codes were in use previously, ie 0872 for Truro and 0873 for Abergavenny, and the clue is in the number of digits. Those with 0872 or 0873 followed by six digits are obviously old numbers. So are foreign numbers.
Details in the
National Telephone Numbering Plan, page 13 shows 0871, 0872 and 0873 are in the same category. 0843 is also an extension of 0844.
Examination of Ofcom's numbering allocation lists shows the first 0872 blocks were allocated in May 2007 and 0843 in November 2007.
