I think the only way these private operators can actually get money out of you is really by clamping you at the time as its kind of hard to argue they are acting illegally when its late at night and you have no vehicle to drive home in.
It is true of Tesco etc, remember only the Courts can FINE you, these "Penalty Charge Notices, (PNCs) are only invoices directed against the DRIVER, not the Registered Keeper, so if you ignore them they can only get RKs details from DVLA and that is not necessarily the driver at the time, and you are under no obligation to supply driver details to said company, so just ignore the invoices, there are plenty of thread on MSE, and probably on pepipoo that give the same advice, IGNORE THEM and they will go away.
Late at night you should call the police for intimidation and harassment, both CRIMINAL offences, although the police may say it is a civil matter, at least you would have some form of record and a log number, you can,if you pay them, sue them for the return of your money through the small claims court.
