There only appears to be a P.O.Box address in Portsmouth, PO1 1EG, and I can't seem to find a direct website at all. Revenue Protection Support Services are the people who want your money when our Railway system reverts their inability to provide a decent service back onto the consumer.

although it gives a different 0870 number (0870 0671303) and an address in Petersfield!

A search on this database using the above 0870 number gives 01730 235300 which is very close to the fax number on their website!

Ircas collect unpaid fines on behalf of TOC's according to their website - see link above.
