BT - new billing arrangments

I'm sure most of you know that BT have raised their basic prices as discussed in this thread:

What may not be so obvious is that they have changed their billing arrangements and got it wrong. So what do you expect I hear you all say. I'm on the BT anytime plan  with call waiting and expected a bill of about £56. I got a bill for over £76. As usual, BT's bill format is confusing so I spent a frustrating hour on the phone to Mumbai.

Much of the difference turned out to be due to them re-aligning the dates of the line rental. This resulted in an extra 23 days line rental. An unpleasant surprise but OK I suppose. They also retrospectively changed the line rental I had paid “up front” in my previous bill to reflect the price change from 1st April. This is dubious at best. If I buy something and pay for it, then I’ve paid for it; the shop can’t come back later and tell me that I need to pay more for it. 

Adding all this up and a few charges for calls gave about £73, still below the £76 on the bill. The guy in Mumbai agreed, after a fair bit of pressure, to refund this and credit my account with £10 as a rather inadequate apology.

I’ve sorted out my immediate problem but I’m pretty sure that there’s a systemic problem in BT’s billing system resulting in lots of people being overcharged. And the majority of them won’t notice or complain. Plus the refund/recharge at new rate practice which is pretty iffy.

How much further does this need to be taken? Are BT fleecing lots of their customers (don’t say “any more than usual”  Smiley )?
