They can put you through to wherever they like.
However, I think that the reason for asking the question is can the call rate you are charged change part way through a call? The answer is no; the telephone network doesn't work like that.
You are charged by your provider
according to the number you dialled. So if you call a freephone number (for sales) from your landline it will cost you nothing. If you request to be put through to customer services, your call will remain free.
