Both the numbers you supplied are for fax, however the paysafe website does in fact provide a contact number (corporate?) but this is incorrectly listed on the site as 0203 326 7041 and does not work. I transposed the first number 3 to a 7 (for central London code) which also does not work.
This number, 020 7326 7041, which is not recognised is very similar to the one I found above. I tried 020 7326 708
8 and it was answered by a voicemail system which requests a mailbox (extension) number. I entered 7087 and it allowed me to leave a message on that extension. So this suggests that the 020 7326 7089 number is part of a pretty large office.

As mentioned earlier their customer services provide a free live help service via their site between 3 and 9 who i'll harass over an issue.
It strikes me as odd that the opening times for this service are from mid to late morning to mid evening rather than being centred around the working day in the UK.
I called the 0845 number a few of times and there was a delay of about 8 seconds before it started to ring with the type of ringing tone we have in the UK. The answerphone message is read by what sounds like an American man, although sometimes the 0845 number is answered by a foreign, possibly German, voice.
The Paysafe Card website shows that it has operations across Europe.

I tried +43 1 7208 3800 through to +43 1 7208 3809 and they are all answered by recordings identifying them as "Paysafe", although it is in the local language. The ringing tone is different to the UK, so I think we can say that the 0845 number does not go straight through to Austria.
With the opening hours being late, with respect to the UK working day, perhaps the helpline and online support facilities are hosted to the west of the UK, probably in the US or America somewhere.
