Ofcom launched the 03 number range so they should have been under a duty to properly educate the public that it was a normal number range like 01 and 02 charged at normal rates.
Of course it hardly helps that the same cretinous telco loving regulator allows the 08 range to cotain Freephone numbers (0808, 0808), Premium Rate numbers (0871) and numbers that Ofcom does not define as Premium Rate but which anyone using a mobile will still believe conforms with the dictionary definition of the word premium.
