Ignore the message, you will be charged as per a geographic call on your tariff.
The message you hear is that played by the receiver of the call (JLA) because the published number is an 0871 one which is directed to the 0151 number. This means that calls to the 0871 number will hear the price announcement applicable to that call.
The fact that you hear the price announcement applicable to the published number merely acts as proof that your call is being dealt with in the same way, albeit you aren't charged the premium.
