Who Owns A Telephone Number

Hi Everybody
I have been trying to establish who actually owns a telephone number, I have been in contact with a number of organizations including "OFCOM but they are not able to give me the answer. I have had a number of different suggestions 10 call backs form BT with different answers none of which fill me will confidence.
Some of the members may recall that I have attempted to provide a FREE alternative 118 service in the past well I think I have sorted the delivery issues but I need to know about data retrieval when providing a not for profit voluntary FREE service
I need to know who legally owns the phone number because we need to retrieve it from a public web site and verbally give that number of the company or person to the callers as they request it.
Any assistance would be appreciated

Hi there!
The only website that may help is:
" International Numbering " - put that in Google.
This is a shot in the dark.

Thanks James bond
That doesn't appear to have the relevant data but thanks anyway
I am really struggling with this one. What I am attempting to find out is the telephone number ownership and if a number is searched for on the internet web site is there a breach of any regulation. As far as I can ascertain is that the regulation comes into force if the data is for profit and this programme is not for profit and run by volunteers
Anybody that can throw light on this will be much appreciated
