Downloaded SeaMonkey for Windows and was able to re-create the problem you experienced if I disabled ALL cookies.
Do you block all cookies?
If you do, then this is the reason why the verification string doesn't appear.
You could allow cookies for the originating website only and under 'cookie retention policy', select the option, 'for current session only'
This would mean that for websites you actually visit a cookie would be left (if needed) but it would be deleted when session ends.
If you have cookies enabled then let me know and I will try and see what else it could be.
Using IE, I too am unable to see verification letters if I block ALL cookies. However, my personal setup is very similar to that I mentioned above.
