What is the purpose of this exercise?
I assume that these were missed calls, unless you did answer and the caller refused to identify him or herself (which you haven't mentioned). People miss calls all the time; it is an occupational hazard of having a telephone as are wrong numbers!
Why is it the case that you wish to find out who this is (without ringing them back)
or you have nothing better to do with your time than work out whoever it was that possibly called you in error?
According to Wikipedia telephone numbers in Africa are 10 digits long, including the trunk-dialling prefix 0. So that makes this number (when dialled from within the country) 0448009886223 which is 13 digits long!
Perhaps it is an erroneous CLI and should be +448009886223, which nationally from the UK is 08009886223. Maybe the +27 has been added because it originated from within South Africa.
