The absolute charge for any call is set by the caller's own provider.
All calls to 0844 Business Rate numbers contain a Service Charge element, which is a subsidy for the benefit of the user of the number. In this case, that Service Charge is around 5 pence per minute.
The cost of calling this number from BT landlines is 13.1 pence Call Set-up plus 5.105 pence per minute. Calls are metered to the next whole second and the total call charge is rounded up to the next whole penny. These prices include VAT at 20%.
Virgin Media publishes its call rates at
www.virginmedia.com/callcosts (bookmark that link). Refer to the document "PDF - UK non-geographic calls" which shows that 0844 58 is Charge Band PG6. Then refer to "PDF - Residential tariffs" and you will see that the cost of calling PG6 numbers is 13.24 pence Call Connection plus 12.41 pence per minute. Calls are metered plus or minus 1.1 second, rounded up to the next whole minute. The cost of each call is then rounded up to the next whole penny. Prices include VAT at 20%.
Due to regulation on BT Retail, when it charges for these calls it is prohibited from adding its own charge to the Service Charge. There are those, perhaps with something to gain, who would wish to protray this as being "the norm". Perhaps they have yet to wake up to the fact that BT is no longer the only call provider in the UK market.
As for an alternative number, I think we've been along this road before on a number of occasions for sister services by the same operator... and each time numbers have been disabled.
I called the 0844 580 5533 number and recognised the female voice over.... Powwownow.

here. A number on that thread which was used by that provider is 0844 580 0555 which is very similar to that used by Messaging Ltd, aka MLM Messaging.
As I say, we've found alternatives for Powwownow and they've been changed, repeatedly. So there's little point in going further with this one.
bigjohn makes a very valid point. The 0844 number pays for the service.
