This is usually the way; the customer-facing staff are not those who control phone numbering policy but they are those which must receive complaints from customers on the matter.
Lemain, if you have found a number in the database not to work (for whatever reason) then please let me know so I can remove it. Say in what way it doesn't work, e.g. rings unanswer, always busy, redirection message to 0844... etc.
