That's the only number they are willing to give you.. because it's most likely under their agreement with the Telecom provider to give that number out.

I understand you are doing this for a friend, does the friend have other ways of making in appointment? Say in person. I am sure if EVERYONE who registered with the Surgery stopped calling due to the expense, and made other arrangements to make appointments they would soon take notice.
SilentCallsVictim is very much up to date on the rules regarding 0844 numbers. Perhaps he will comment on this in time.
For now I would suggest trying to obtain an alternative at the Surgery, by doing some detective work, or getting the friend to.
Sadly that's the only way forward.
