Sometimes an obvious response to a situation (known as "common sense") can be the right response.
Some of us would argue that the deliberately unconsidered consequences of such a response may sometimes produce an effect that is not what is desired.
As a point of principle, if use of "high-rate numbers" (imposition of a Service Charge) is not appropriate when no additional service is being provided, then surely this is true for everyone. Allowing for exceptions under particular circumstances gets one into very tricky water.
The proposal and the comments seek to promote general warfare between all consumers and all businesses. Some of us are concerned about the issues of misuse of "high rate numbers" and nuisance calls, and wish attention to be focussed on those who are engaged in these unacceptable practices.
I recognise the common sense instinct to fight back against whoever may be in reach when one is hurt in some way. This is a perfectly understandable and natural human reaction. I also recognise that this often makes a problem worse.
