I think you will find that the information was taken from this (now out of date) version
of the Ofcom "Number Crunching" document.

The Ofcom document does refer to call setup fees and also contains a strong qualification of the value of the information -

To simply use the word "approximate" is inadequate as qualification. It may be said that gov.uk is specifically failing to comply with the Ofcom demand. That is an issue which someone may wish to take up with both sides.

Once the Ofcom position on "Simplifying Non-Geographic Numbers" is confirmed - we hope very soon - the fair telecoms campaign will be demanding that all such information is revised in the light of what will then be affirmed forthcoming regulations. Even before the provisions requiring separate declaration of the "Service Charge" and "Access Charge" in every specific case become mandatory legal requirements, it will be perfectly proper to refer to them when providing general call cost information.

I suspect that ranges never used by government departments are excluded.
