I cannot know whether the person I am calling (a) might, sometime, listen to a message if I leave one; or (b) is one of the too many of my relatives who do not know how to listen to any message that any fool leaves, or how to turn the blasted thing off.
Too right! Voicemail should be off by default.
It should be used "responsibly", meaning that it's used to take calls when one is unavailable, or doesn't have a network connection
and that the messages are listened to and acted on.
