When made from within the UK, calls to 03 numbers are charged at the same rate as calling 01 and 02 numbers and count towards inclusive allowances from landlines and mobiles.

When calling from abroad, there doesn't seem to be any valid reason why calls to 03 numbers would be charged at a higher rate than calls to 01 and 02 numbers.

Have you checked the call costs with your phone provider?
