Re the "access charge of 1p a minute", this is for using the 0808 number from a landline that does not allow override numbers and from mobiles using an 020 number , when 080 numbers become truly free from July 01st will Finarea be able to use the 080 number to provide calls from mobiles and landlines at the rate of 5p access charge as is done at the moment from a BT line for example by using the 1899/18866 prefix, )this point relates to 01/02/03 numbers).
As 080 numbers will be free this should be feasible, I remember many years ago a company did this from mobiles and the Telcos kept blocking the 0800 numbers, with the company releasing new 0800 umbers resulting in a cat and mouse game.
