Nothing is ever free. If I call 080, the called party pays, a lot. They pass that on to me in their prices. Or if they are a charity, they do less with donors' money.

I'm still intrigued that, as far as I can see,
all so-far-announced access charges are a huge rip-off compared with the cost of originating and connecting a call, and handling the "service" payment to the terminating provider.
