Talking about history,(which there is no need to), re BT, 0844 numbers never have been, (and still aren't), charged at the same rate as 01/02/03 and have never been included in packages/bundles, ergo could never have been "charged an amount similar to dialling a local number ", also no mention in the article about BT, so mostly supposition on your part. .
