Travelodge numbers have been discussed at SayNo before such as here:

Thanks to diligent research by SayNo members we have plenty of 020 3xxx numbers for Travelodge but that still doesn't excuse their current use of 0871 numbers.

For example on the Hickstead page we have:

No mnetion of call charges hence not legal. They correctly give call charges on their main Contact page: https://www.travelodge.co.uk/help/contact-us
Though using 0871 for general enquiries is sailing close to the wind. From experience you get a 01/02 number after you've booked if you need to contact your hotel.
