Yes. The wholesale rate for calls to personal numbers starting 070 was previously around 40p per minute and in October 2019 it was cut to just 0.48p per minute - the same rate as a call to a UK mobile number. The Ofcom rules cover only what the various providers charge each other for carrying these calls.
Ofcom expects landline and mobile providers to include calls to 070 numbers in allowances on the same basis as calls to UK mobile numbers, or otherwise charge calls to 070 numbers at the same rate as a call to a UK mobile number. This is an expectation, not a regulation.
Some landline and mobile providers have complied with that expectation, but many others continue to charge high rates and are now profiteering on these calls.
